I think you need to reach out to the homeowners to see what they think? There needs to be a consensus of neighbors before anyone should be deciding the fate or outcome of any decision. Zoning needs to be addressed to, once purchased what will the status on the land use?
I agree some of the homeowners were looking into a buyout but there is very little money for buyouts but lots for infrastructure .
